Commissioner Gordon seeks Batman’s counsel on whether to accept the mysterious offer to track down The Joker and then spends time with his daughter. In Texas, a family of cannibals want revenge on The Joker for killing their brother in Arkham. There’s an end of issue reveal as to who’s behind the offer to Gordon, and in Santa Prisca, something Bane-like stirs.
